Velcro really doesn't attract any more than your tube or toon do.
Put the soft fuzzy side on your tube, the little hook side on whatever you want to connect.
You could sew a 1' wide strip down both sides of the tube (the length of the tube) and be able to attach anything without PVC and keep your tube much lighter.[

On my deck of my PONTOON, I covered it with patio carpeting. Mostly for reflection and heat, but the plus was that VElCRO sticks to it.
I put a small patch of velcro on the bottom of the Rubbermade container I use for my dog, the bottom of my battery box, and the small box I take for wet flies and left over fluoro. They stick GREAT! In fact, I put a 2" by 4" piece of the hook velcro on the bottom of one of the Scotty rod holders and it held just fine.[
