If you can't find out much about the company I would probably avoid buying from them. One thing to check is if they are a valid business in their state with a 'brick and mortar' presence as well as online sales. If so, check BBB and other similar things in their state.
On the electronics warranty, I know it does sound risky, but I think I would take the same approach. I think they would get way too many people that order an expensive part, contact you and say it isn't working, then ship you back their old part, basically getting the new one for free. However, if you just can't get comfortable buying from them I would look elsewhere.
Locally, the best price I have found for parts is Peterson Marine on Main St. SLC. Not as cheap as online, but cheaper than most of the other boat shops, especially in SL valley.
