Sounds like some kind of fish club. Sometimes fish clubs want you to be active in club activities and so on. Also They Have there own set limits on size and creel so you should look into that if you plan on keeping anything. It could just be one of those clubs that let you pay and dont want you to do anything or you could also look into it to see if its cheaper to just sign up for the year vs. a daily thing. I know it didnt help you with much of your questions but usually clubs have some of the nicest fish around.[
