The idea behind the MOON, is that big light and as you said, BUGS and FEEDING all night long.
That happens allot and it makes the fishing a little more challenging the next day.
Trout are notorious for this.
It can be hot or cold for me, and it also depends on the FOOD in the area.
River fishing is good regardless for the most part.
I don't target the bottom feeders and not sure how that BRIGHT LIGHT can help them.
When a Solunar Period falls within 30 minutes to an hour
of sunrise or sunset you can anticipate great action! When you have a moonrise or moonset during that period the action will be even greater.
And, finally, when the above times occur during a NEW or
FULL MOON, you can expect the best action of the season!
