I understood and partially agreed with your previous statement. But this attitude shows you don't understand how this process has gone down. It's one thing to have a strong opinion on something you've educated yourself on. It's quite another to make accusations which just aren't true.
Nobody is asking for you or anyone else to pay for something they want. The access stamp was proposed, and the DWR is doing the survey to find out public support. If the public doesn't support it, I doubt you'll see the DWR supporting it. If the public supports it in this survey....well, then maybe you'll be pretty unhappy! You should really read all the info before you make statements like that bassrods. It just simply wasn't accurate.
