Need help with eyes with powder paint

I have not found a good way to use powder paint for doing my eyes. So do you know a great way to use it? Also any tips on any other paint for doing my eyes would also be great. One thing I did think about was I don't know if I do my eyes then cure the powder paint would my eyes run? So far I have tried the paint markers for doing my eyes but it rubs off easy and clear coat vinyl eats the marker paint. I just want my tube jigs to look like these.

These are some I bought and would like to make myself if I can. I don't know how this person painted them but I would like to do them myself. I can do multi color jigs with powder but the eyes have me in knots right now [img]../../../images/gforum/crazy.gif[/img] so please help! Any help would be great.
