Absolutely, it is available to the public. I believe it is actually Idaho Power money that has built all the recent improvements at the ramp. The Air Force facility is next to it. Also, there is a terrific rest room facility down by the dam. Always clean, and even heated!! Since you are coming from Twin, just go past Bruneau, take a right at the fork, and continue on. You can either turn where the Black Sands turnoff is, or go past that to Rimrock High. Turn just before the school, and follow the road down to the dam. Cross the river, and turn in when you see the park and rest room facilities. Hope you hammer 'em. It truly is an amazing fishery. Mike
