the rulling would be the same as using salmon eggs.
fresh or fresh fronzen is prohibited.
Tell him to pack them in the K salt, one cup sast to 3 cups minnows
tell him to use an open bag or a tray in the freezer, it will allow the minnow to dehidrate while packed in salt. about a week will be good.
then take them out of the freezer and place them along with the salt in to a zip lock bag. store at room tempreture.
note in the photo my cured minnows in zip lock bag along with a pike that I caught with them today.

the pike was returned to the lake unharmed.
I am sure If I could have got him to lay out streight he would have made 23 inches. that still would have been an inch too short...
