Well, thats about as clear of a picture as can be painted. You guys can debate laws and ethics but the bottom line is that they need to suppliment their general funds. Its really not a matter of breaking the law as much as they need more money and this is a way to get it. Don't take it personal when you get a ticket. Just and explain to the officer its not your fault that he didn't date the pretty girls in high school and thanks for making the world a safer place. Then send off your money and be done with it.[]
