The short answer is - yes they can be fixed.
I am presuming that these are fly rods? Fly rods are a bit different in that the line and rod blank do all the work - and the placement of the guides and blank stiffness work together to create a smooth casting rod. I simplified this a little bit but it is the basics.
In your case the tip is broken - which means the new tip placement is easy - at the end. Depending on how much of the tip was lost the repaired rod may cast the same - or not!
If too much tip was lost you may be better of getting a replacement section.
