I called someone a non-american. My neighbor is from France, he's a non-american. My other friend and neighbor is from Brazil, he's a non-american. I have a japanese couple that are also good friends and neighbors, they are non-americans. My mom was a non-american and she passed the citizenships test and became an american.
So your saying if a person indicates that someone "is a non-american" that means their racist?
