I would say that it is guess work. The gauges on a charger are very iffy.
Plus the correct way to test is with it under a load.
It also depends on the battery make and I will go as far as to say....what day of the week [laugh][laugh][laugh]

Like cpierce said....BIGGER IS BETTER ....I have been using series 27 for a very long time starting with a donut tube...this is nothing new.
A tube is going to have more drag than a pontoon and draw more on the battery and motor. Plain and simple.
