How do you avoid snags?

This has me thinking- is it really that important to sink bait to the bottom? If the river is only 4 to 10 feet, wouldn't a bobber suffice? I'm pretty sure catfish will smell the bait regardless of whether it's 2 feet down or on the bottom. Also, how do you use a cork as a bobber?
