I could turn you on to allot of PONOON ideas as that is all I have been using and no you don't need to spend an arm and a leg, but you do get what you pay for.
And word of advise...most pontoon frames are steel, so by drilling holes you open up RUST factor which will weaken the frame. I have had steel frames and they do rust quickly. Not to mention void any warranty.
Check Craigs List or KSL also. I have sold GREAT tubes/toons for less then half price before and others do also.
Things to look for is outer material, bladder material, and frame material...this will help when building a deck. Two pontoons that come to mind for very easy decks is the NFO Cardiac Canyon and Outcast.
