I fished Newton quite heavily this year, and just about every trip we'd see a dead musky or two. During this time frame I saw countless bank tanglers drag a musky onto shore, pin it down, take 5 mintues to remove the hook, hold the dirt covered fish up for a picture, and then get it back in the water several minutes after that. Its amazing that there's any muskies left in there at all.
Also, a buddy of mine was up there one day and saw a guy using whole perch for bait WHILE he was talking to a DWR officer! Sounds like a little of the "good ol' boy" network going on. I agree with another poster that if the fish is catch and release only, you shouldn't be allowed to use bait at all. Of course if its not being enforced, I guess it doesn't matter anyway.
