You don't have to pay if you don't go into the parking area is my understanding and there were a lot of folks that must have had the same idea when I was there a few weeks back.
Your right there is no boat launch but the old road does go right down into the lake at that location. Over the years it has really stated to fall apart but I think a boat could be launched there if they allowed you to drive down to the lake. At this point, I don't see that happening but it would be nice if they allowed you to drive down a little closer to the water. They do have the road that goes past the restrooms and down to the lake, so I would hope the day comes that they expand that area. I can't remember the exact cost of parking in their lot but it seem like it was $7.
It seems to me that it is about 1/4 mile walk down to the water depending on which route you take, I think it is a little shorter if you park outside the pay area and walk down from there but the trail is not nearly as good as the road in the pay area IMO.
