Some info from Weber, Ogden and 21st St Pond

Last weekend I hit up a couple different locations down here on the lower end. Here's the scoop. I fished the Weber from 0700 to 0900 on Sunday (3 Oct) along I-84 near South Weber. Didn't have too much luck, had a few hits using spoons but couldn't set the hook (which pretty much sums up the whole day). Caught one whitefish on a gold Mepps Aglia. Went to 21st St Pond, couple casts netted 12 inch crappie. Decided to hit up the Ogden and caught 2 browns, one on silver blue fox spinner the other on black and orange/gold husky jerk. The only problem was I lost count of how many fish I had hit my spoons/spinners/rapalas and COULDN'T SET THE HOOK. It was almost unbelievable, no matter where I put a lure I had a hit but once again COULDN'T SET THE HOOK. Probably one of the most frustrating days I've had on water. It seems to me that the trout like to hit center mass on the lures instead of taking them from the tail end. That's why I switched to the rapala because of the center hook. Even so I still had problems setting the hook with the rapala. I'm planning on hitting that same stretch of river this weekend because there were ALOT of trout holed up there. Any suggestions on something I may be doing wrong? I have recently put smaller hooks on most of my lures, could this be the problem?
