Wow - some folks get fired up.[pirate] Sorry - meant to be kidding about plunking lead from boat to boat. Kinda like saying "boot to da head". (not enuf emoticons I guess[:/])
I musta missed the donation thing. Hmmm - seen it plenty of times. Both ends - but that's part of why this forum is a good thing. Rather learn the rules here, than "in the field" by a fat serving of fines. Seems like an awful tuff one to enforce, and I'm not sure if I understand the reasoning behind it (though there's probably a LOT of laws and regs I could say that about!)
Now I'd expect that stops being the case once you've removed and processed your catch. Say your camping at Willard -you go catch fish, filet, cook, then share with your campmates, or neighboring campers. Ok? Still gotta write up a donation note? Or you bring some of last weeks smokes kitties to munch while looking for more, and share them around.
All I know is if I ever get on a boil, I'd probably wave ya over if you were passing by - as long as ya didn't rocket in at 100 knots per hour, run thru it, or over me - I'm all good on sharing.
