alexander problem?

I'm talkin a couple thousand muski they couldn't get into bear lake as they would have to make it past the powerplant damn on alexander then past the powerplant damn on onida so them getting into bear lake isn't really a concern they could go upstream but I don't think they would go to far the bear river is a pretty big river and they couldn't go past china hat area because of the waterfalls through there and it gets extreemly shallow inspots even still I think they would stick to the res
