Government? Paperwork? Studies?
I think you are dead on about the guys at Fish and Game. They are in it because they do care and want to be outdoors and such. I do agree with your perception of the unenviable position for sure. I am certain there are many people with Fish and Game that have some great ideas most certainly on the local levels anywhere you go. I think they would do a great job with a common sense approach but in this day and age that can not be done. Their hands are tied and they are limited for many, many reasons from funding to special interests of many kinds.
You sure give one time to think about what would happen to the way they would be forced to manage the waters if the cutthroat became listed as endangered. It actually made me a little scared.
