When should a fish be left alone ???

they stock them before they ever spawn the fish or know if the hatcheries have there quota or not. i am sure they have some sort of idea what they will getting in returns by then. but this program comes from idaho powers fundings. These eggs thesee fish lay cant make it back to the ocean so yes this is for recreation. but this is how idaho power got past putting in fish latters on the snake river damns.
