While license sales go to wildlife it doesnt cover the entire budget of the DWR. Projects such as rebuilding an old hatchery still has to have legislative approval and funds are allocated by the legislature. I am pretty sure the DWR is not self sufficient. I might be wrong but pretty sure they get a budget approval through our elected officials.
