[cool]I[#0000ff] have been using the glow powder for decorating jigs and spoons for several years. It works great for some species but not so much for walleyes. I always caught more walleyes on non-glow spoons and jigs. My best walleye lure in DC has been a 3/8 oz. gold Kastmaster...with a piece of perch meat or crawler.
The toughest part of catching walleyes through the ice at DC is finding them. They are often very deep and only wander into shallower water on rare occasions until spring. And finding them is no guarantee you can catch them.
