Wyoming has this same problem. Some of our lakes are managed well and they don't over stock them with planters...
There are lakes up here with average rainbow trout @ 8lbs.
I see people catch big trout in Utah but not nearly as many. Some of our lakes up here though our G/F plant way too many trout in... I'm thinking of a few lakes in particular that could be great perch fisheries but they stock so many trout that it really hurts the fishery. No size to any of the fish... When you are perch fishing you'll catch 50-75 (literally) 12" trout before you'll catch a perch. It is not fun.
