That is a great analogy. Anglers see a lake completely overrun with 12 inch largemouth or most commonly smallmouth bass and blame it on harvest. At times this can hold true but most often it is lack of harvest which overruns the forage and limits growth.
People also associate perch or walleye crashes on angler harvest but most often this is not the case either.
I have said it before and I will say it again. In order to manage a fishery with regulation you need high mortality. This mortality can either be angler related or natural but it must be high in order to be something that can be managed through regulations.
