Sounds like a real Catch 22. They have to get the water out for the above average snowpack but unfortunately at the expense of the fishery. The Snake is running high with a good possibility of flooding here in Idaho along with the Boise, Payette, Weiser, Salmon and other feeders that may cause flooding which also dump into the Snake. And of course the Snake dumps into the Columbia. Not a good scenario.
