C'mon, Ivorytip, I can totally see how the regs were unclear. I mean, they never specifically said that you can't shoot an elk in a different zone from the one stated on your tag.
Or maybe he thought "Middle Fork" Salmon was just South of the "South Fork" Snake. Makes sense, right?
