If you launch at a State Park and pay the fee, you should be able to boat camp any places that don't have a sign up, as long as you obey fire regs and don't dump crap, etc...Stop at the Info center and the guy/lady can circle some closed areas on the map for you.

I don't have a boat, but they did this for us when we hiked in to access an area that wasn't so close to the road..
