This question has been brought up before....the answer is no...it is not illegal. While fishing the berry on the soldier creek side I have seen fisherman build fires and sit next to them while a DWR person was checking their catch. When the officer left their fire was still going. Also people camp near the narrows quite a bit and have fires without getting in trouble. My suggestion is use an exsisting fire pit....there are plenty of them around. Good luck up there and enjoy fishing in the snow.
