For all of you looking on the bright side I applaude you! It is naive to think it is a worm blower or better yet a diabetics needle! We all know what this is.... You put fisheries in the local publics accesses expect to find the problems of society! If you don't want to see this take a drive up a canyon to a lake or reservoir a little farther away, this will help. It is a 
issue to have to deal with but these places are a perfect haven for this type of activity. If you see it report it! If you want to catch them get some thermal imaging binos!
