I saw you out there on Saturday, you were right in the middle of the bay. We had our Striper Club Tournament over the weekend.
We got bait up in the wash around 10am and hit the "gap" on the east end of the vegas wash. We did drifts all day from the gap thru the "cut" (Sand Island) to the "highway" (near government & 33 hole).
The fish were on the bottom and dropper rigs with shad got the fish. The bigger fish 3 to 4 pounds were deeper and only wanted fresh dead shad. Some fish were down at 140ft to about 170ft and as shallow as 85ft.
SIDE NOTE:
I talked to Toni and Deborah fron NDOW about fishing in Boulder Harbor.
You can fish and net bait in the harbor, but not near the launch ramp. The sign on the dock is an old/out of date from the last marina. The launch ramp area must be kept clear for boat traffic (see the NDOW rule book).
