Are you talking about the state record fish part of the site? Thats the only place that I could find it saying they are no longer able to be harvested. Could you find it in the regs? Its weird they would close harvest to Utah Chub.

Even the fish Identification page doesn't have anything about no harvest allowed of the Utah Chub. It shows no harvest for bull trout and sturgeon though. I am wondering if its a typo and someone just highlighted it on accident. Maybe they were thinking leather side chub, the one you can't harvest.

In the regs it says "Nongame Fish: Any fish not specifically defined as a “game fish.” Protected nongame fish are Shoshone, Wood River, and Bear Lake sculpin, sand roller, northern leatherside chub and Pacific lamprey."

Doesn't say anything about the Utah Chub being protected here. This makes things slightly confusing [crazy]
Also, thanks for the report OvidCreek. Sounds like a great day of fishing. I caught a nice chub out to shelly pond in my float tube last summer but all I caught through the ice there was a whitefish.
