Is it chumming?

K so random question. While at bountiful pond last season practicing casting I watched a women dumping bags and bags of bread into the water. She seemed so happy yet from what I saw there were no birds eating it. Then when I got a little closer I noticed she had an entire group of carp all on a feeding frenzy!

I'll admit I was VERY tempted to throw on a dough imitaing lure and cast into the fray. Then I reconsidered as I know "chumming" is not allowed in Utah. I'd be correct to assume even if someone else is doing the chumming if I casted out in order to immitate the chum I'd still be breaking the law right? Just curious. (or maybe I plan to take my little sisters and have them play with the bread and carp [Wink][Wink] < I kid I kid, I joke I joke,,, maybe[angelic][fishin]
