I think the issue here is one of crossing the the line from doing their job to just harassment. Why did he try to bait chuck into admitting something if he had been talking and watching him. The officer could of told Chuck that he was an officer and checked his license and complimented Chuck for not doing nothing wrong.
This reminds me of an incident that happened to my dad. He was fishing on the Kenai River and a fish cop came walking down the trail and asked to see his license. So my dad came out of the river and showed the officer his license. The officer went on down river and my dad went back to fishing. Withen the hour the same officer was back asking to see my dad's license. Now my dad replyed that he had just seen his license, to which the officer said he didnt care and wanted to see it again. So my dad wades to shore and shows the officer his license. The officer goes on upstream, dad back to fishing. But withen a half hour there was the same officer again. No my dad told the officer that he wasnt coming to shore again if he wanted to see his license again he could wade out and see it. Well the officer insisted that my dad come to shore. So my dad preceded to the shore and threw the officer in the river where he showed the officer his license again! Well needless to say the officer arrested my dad. Well when the judge heard my dads side of the story and the officer agreed he had seen my dads license three ties withen a couple of hours, the judge reprimaded the officer. He also dismissed the charges against myu dad.
