Interestingly, this morning's paper, Salt Lake Tribune did a article on hunting. In there it did mention that people are intimidated by hunting and the law, thus scaring them off from hunting entirely. It says that in 1982 used to be 16 pages of proclamation to read, but today there's 86 pages to read and memorize...
I think people are overreacting to the intimidation of reading the proclamation, and having to come afoul unintentionally of the law.
Now with this, it is abit unnerving to the average joe, but to the one on the know (in the legal), it's no big deal.
