Try storing your frozen chovies in dry ice in a small lunch box. However, dry ice costs about $7 for a small package.
Or use the reusable lunch box ice-packs in a small lunch box. Use 2 ea to sandwich between the frozen chovies. It works for me for several hours.
Either way, the bait will thaw after the first cast so make it good and let it sit for about 20 minutes. if no bites, reel in and add fresh bait.
You might want to cut your 'chovies in quarters, chum the head and tail. Use the middle pieces with the guts inside and hook through both sides. Try not to handle too much and only hook once. I use #1 circle hooks. Also cut bait using 5" Fiskars Kids Scissors (not the safety kind). Saves using a knife and cutting board.
Sardines are tougher so you might give them a try.
