go get some live minnows at sandy cove bait shop, or buy some goldfish. frozen chovies are a pain in the a$$ but, u have options.
The problem with live bait is keeping them alive. That means having a livewell. Either an aerator bucket of partially filled with ice. The ice is to keep the temperature right. In this heat, especially around the summer, the water will get too hot and the bait will die. There is also a FrabillĀ® Flow-Troll that allows the water to exchange. The Flow-Troll is good for a boat but not sure if it is usable on shore without any current ? Perhaps a floating basket might work.
Also you can try to catch your own live bait with a casting net. Again better from a boat but if the shad are close to shore, a casting net would work.
