I would say if you intend to ride it on public roads you should be required to register it and follow all traffic and safety laws, You should also be able to go the posted speed limit and if you are hindering the flow of traffic get out of the way until it has cleared just like the farmers have to do when they are running there combine down the road.

I am not saying a child on a tricycle should have to pay fees as they are not going to be on the road where vehicles with engines belong.

The sense of entitlement now a days is ridiculous.
