From my understanding and I could be wrong but Utah requires all motorized vehicles to be registered with the state. Cyclists obviously don't use a motor and don't require a registration. Which is ass backwards considering Cyclists are considered vehicles when on the roads and are suppose to obey all the same traffic rules as vehicles.
Rocky Anderson is a big cyclist He tried Turing a portion of 7th or 9th east into big cycling park again im just guessing but I sure he green lights or backs allot of the activities hence closing of roads ect ect.
