well here is one more tip, a very overlooked one cause I just noticed it in your last post, "smelt" suck for bait, I have caught a a couple on smelt but not enough too use it..... you need a carp, sucker, or trout with no skin in a roe bag, its your bait, I am convinced now, I should have said something earlier but didn't catch it, if you need help getting better cut bait let me know, I can shoot you a carp and possibly a sucker, or just catch a little stinking trout..... that's about all I can think of that your not doing... hope this helps more,
