Thanks for the clarification.

It seems a bit at odds with the federal laws BLM and other federal agencies are required to enforce. Federal law does not allow you to “harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct” with protected species.
