As I recall you do not need a license to fish salt water in NY this year. you did a few years ago but it changed. There is a free registry like the HIP that anglers are supposed to use though.

They were probably fishing for any number of ocean surf panfish. The fishing will be hit and miss but when a school moves through fish can be caught every couple of minutes.
Kent, the striped bass and bluefish should be moving through soon. The farther out the island the better for them. Look for some long island striper forums for up to date info. Also consider a party boat trip out of Montauk for them. Fall is the best time of year with big fish heading south with the feed bag on.
