You have either an air flow and/or a fuel flow problem, or bad fuel. Clearly you have spark.
Do you know you have good, fresh fuel in it?
If you left fuel in the tank over the summer, first of all change it out for fresh fuel. Not the stuff in your 1 gal can for a long time - fresh. Then check the fuel filter (if there is one), but most likely it is your carb jets. Seafoam *may* clear it, but a disassembly and cleaning may be needed.
To rule out issues and narrow down the probable issues: Try fresh fuel. Try running it without any air filter. Any better? Try running it without the fuel filter. Any better? If those don't point to your issue, disassemble the carb and clean out the jets with a real solvent. That is the most likely issue with a small engine anyway.
