Easiest way to verify. Have the co-angler that was chosen by a draw verify the length of the fish and that the correct length was checked on the paper. Seeing as how every angler is eligible for first place the "honor system" would apply. If you want true verification the only way would be to take a picture of the fish with a ruler and an object, symbol, whatever,chosen for that specific tournament in the picture.
The 2013 bass fishing contest on BFT requires a BFT sticker or sign with the word WAVE wrote on it or in the pic and a clear measurement of length. Last year it was 2012, the year before it was 443, as an example. If fly flingers wanted to fish solo this would be a way to prove lengths and verification of fish caught that day.
