Pick a weigh master and have everyone weigh one fish an hour for however many hours you want to fish. Weigh the fish where the weigh master is and drop it right back in the lake, that way you don't need a permit. Then who cares one fella in a tube or ten gals on a big pontoon. You could have hourly prizes and then final placing. Numbers for contestants and boats could be drawn for weigh times. Bait, lures, flys who cares, dead fish do not count.

Paper tournies are unpopular because of cheating, fishing should fun.

I'd haul kids a great distance to play.
