Great insight on those "other" factors that can impact a fishery... Thanks for communicating those points!
As far as catching eyes, jigs and jerkbaits are good options. As are trolling or drifting bait/spinner rigs or just a leader and bait, trolling or casting diving shad type lures such as shad raps and even fishing them under a slipfloat (although the bait would need to be a squirming worm instead of a lively leech as leeches are not legal in Idaho). In Fisherman has LOTS of information on catching eyes in all kinds of water types as well as all seasons.
One thing to note, fishing the windy side of the lake is usually better as the wind and waves tend to churn up the water and get thigs going all the way up and down the foodchain.
