I don't look at it as "WY vs UT". It's not uncommon for out of state people to pay more for fee's and licenses. I think it is the norm, I don't know if there is a state that doesn't do this. (for hunting tags too)

I have bought an out of state fishing license and a 2 pole permit in Utah for over a decade... and it doesn't bother me that I have to pay a little extra.
