Hey Robbie. The reason UDWR doesn't currently charge a fee for AIS is that the program is funded mostly by the Utah State legislature. The AIS program in WY is funded mostly by the revenue generated from the sales of the AIS decals. It's a big difference in funding sources, and as you know, this year there will also be some differences in how WGFD handles boats from out-of-state.
The stocking reductions in WY are unfortunate, but with WGFD's funding issues they are having to cut a lot of things. In the future there may be some noticeable change(s) in the Flaming Gorge fishery as a result of these stocking reductions, but time will tell. WGFD will still be stocking their normal quotas this year, but reduced in the following years. As of right now, UDWR is still planning on stocking roughly the same quotas (450K kokanee, 60K catchable Kamloops rainbow trout). The US Fish and Wildlife Service (Jones Hole National Fish Hatchery) is also stocking about 350K kokanee and 450K catchable Eagle Lake rainbow trout for both states this year, but that may change too. For this upcoming season, there won't be any changes in stocking in the Gorge. What the future holds is a little "foggy" though.
