Shore fishing in my opinion, much easier. Cross wind or at your back pretty doable, casting into the wind, get down and side arm.
I agree higher end equipment, but for me it is LINE, not rod or reel. I prefer Shark Skin GPX which is 1/2 size larger.
But, RIO Windcutter is 1/2 size smaller for less wind resistance and it too cast like an arrow.
Make the wind work with you, not against you. Caught some of my biggest fish in 4 foot waves. I can only imagine what the fly is doing under the surface with those waves[]
