I personally believe that the current regs are fair. Let me offer a point of view that may not have been considered;
A lot of fisherman are glad to release the big dogs, and fish for them with no intention of keeping a "trophy." However, sometimes a fish is either harmed or stressed beyond the point of successful release. A fisherman can do everything possible to prevent this from happening, but, sometimes it still happens.
In the unfortunate event of this happening, it allows the fisherman to keep this fish, without running afoul of the regs, instead of putting it back in the water to die.
I would rather see boats in the marina with legal catches than a "trophies" floating on the surface as seagull food.
Hope all is going well in your building! Still waiting to hear about the fish in the pond behind it!
